Second Property Mortgage in the UAE: LTV and DBR Rules
Each borrower can claim only one property as a first home. A second home is financed under the investment LTV caps, and your existing loans count in the DBR.
The short answer
In the UAE, each borrower can claim only one property as a first home / owner-occupier (CBUAE "Regulations Regarding Mortgage Loans", Article 3.2). Any second or subsequent home, even one you will live in part of the year, falls under the second-property cap: 60% of the value for expatriates and 65% for UAE Nationals, regardless of value. Your existing mortgage payments count toward the 50% debt burden ratio (Article 3.1), so the new loan must fit alongside them.
The rule: one owner-occupier claim per borrower
Article 3.2 lists the first house / owner-occupier category for both UAE Nationals and expatriates and adds the same sentence each time: "Each borrower can only claim one property under this category."
| Category | Expatriates | UAE Nationals |
|---|---|---|
| First home, value below or up to AED 5M | 80% | 85% |
| First home, value above AED 5M | 70% | 75% |
| Second and subsequent home or investment | 60% | 65% |
| Off-plan, any purpose | 50% | 50% |
All figures are maximum LTVs. Each lender can apply a lower ratio under its own policy (Article 2.4).
Does it matter that I will live in the second home?
The text groups "Second and Subsequent House or Investment Property" together. Once you have used your owner-occupier claim, the next property follows the second-property cap, whatever its use. If you sell your first home or have never used the claim, ask your lender how it classifies your purchase.
How your existing loans affect the new one
The 50% DBR includes everything
Article 3.1 sets a maximum debt burden ratio of 50% of gross salary and regular income. Article 2.3 adds that the lender must take into account all other debt obligations, including credit cards, and normal household expenditure. Your current mortgage payment is part of that total.
The stress test
The new loan is stress tested at 2 to 4 percentage points above its rate (Article 3.1). Ask your lender how it treats your existing loan in the same calculation.
The 7 times income cap
Article 3.4 caps financing at 7 times annual income for expatriates and 8 times for UAE Nationals. Ask your lender how it counts existing mortgages against this cap.
Worked example: second home at AED 2,000,000
Assumptions, all examples: expatriate; gross income AED 40,000 a month; existing first-home mortgage of AED 960,000 at an example 4.5% over 25 years; new second home valued at AED 2,000,000; example rate 4.5%; 25-year term.
| Item | Example figure (AED) |
|---|---|
| Existing mortgage payment | 5,336 |
| Second home value | 2,000,000 |
| Maximum loan at 60% LTV | 1,200,000 |
| Down payment from own resources (40%) | 800,000 |
| New monthly payment at 4.5% | 6,670 |
| New payment stress tested at 6.5% | 8,102 |
| Total monthly debts (existing + stressed new) | 13,438 |
| 50% DBR limit on AED 40,000 | 20,000 |
| Debts as share of income | 33.6% |
Payments use P·r / (1 − (1 + r)^−n) with r = annual rate / 12 and n = 300.
In this example the borrower stays within the 50% limit. Had the same property been a first home, the cap would have been 80% (AED 1,600,000), so the second-property rule here adds AED 400,000 to the cash needed.
Purchase costs on the second home
- DLD transfer fee of 4%: AED 80,000 (usually paid by the buyer in practice).
- Mortgage registration at 0.25% of the loan: AED 3,000, plus admin fees.
- Title deed: AED 250. Trustee office fee: AED 4,000 + VAT.
- Lender fees, set and disclosed by each lender (Article 4).
The down payment must come from your own resources, not from personal loans or credit cards (Article 2.4).
A note on the Golden Visa
The UAE Golden Visa through real estate requires a property worth at least AED 2 million, according to the official u.ae portal. Check the current conditions, including how mortgaged properties are treated, with the official authorities. Our Golden Visa property calculator helps you check the value threshold.
Second home vs investment property
For the LTV, the two are treated the same. The difference appears in affordability: for an investment property, the lender must deduct at least two months' rent from the DBR calculation (Article 3.1), and an interest-only period of up to 5 years is possible only for investment loans (Article 3.6). See buy-to-let mortgages and interest-only mortgages.
FAQ
Can a couple each claim a first home?
The regulation says each borrower can claim only one property in the first-home category. How a lender treats joint borrowers and co-owned properties is its own policy, so ask before applying.
Is the 60% cap lower if the property is above AED 5M?
No. The second-property cap is 60% (expatriates) or 65% (UAE Nationals) regardless of value.
What if the second property is off plan?
The off-plan cap of 50% applies to all buyers and purposes (Article 3.2 C), with your equity paid first (Article 2.1). See the 50% off-plan rule.
Can I release equity from my first home for the down payment?
The down payment must come from your own resources and not from other borrowing, including personal loans or credit cards (Article 2.4). Ask your lender how it treats other secured borrowing.
