The Central Bank of the UAE rules

The mortgage regulation (C 31/2013, consolidated 2020) applies to every bank and finance company in the UAE. It sets maximums; lenders can be stricter.

  • UAE nationals, first home: up to 85% of the value up to AED 5 million, 75% above.
  • UAE nationals, second home or investment property: up to 65%.
  • Expatriates, first home: up to 80% of the value below AED 5 million, 70% above.
  • Expatriates, second home or investment property: up to 60%.
  • Any buyer, property bought off plan: up to 50%.
  • Debt burden ratio: all monthly debt repayments within 50% of gross salary and regular income.
  • Stress test: lenders assess the loan at a rate 2 to 4 percentage points above the loan rate.
  • Maximum financing: 7 years of annual income for expatriates, 8 years for UAE nationals.
  • Maximum term: 25 years. The down payment must come from your own funds, not from a personal loan or a credit card.

The formula

Monthly payment = P × r ÷ (1 − (1 + r)^−n), with P the loan, r the annual rate ÷ 12 and n the number of months. Each payment first covers the interest on the remaining balance; the rest repays capital, so the share of capital grows every month.

By emirate

The Central Bank rules are the same in every emirate. Registration fees are set by each emirate’s land authority; in Dubai, the Dubai Land Department charges 4% of the price.

Frequently asked questions

How is a mortgage payment calculated in the UAE?

With the standard repayment formula P × r ÷ (1 − (1 + r)^−n). Repayments are on a reducing balance, as required by the Central Bank, so interest is charged only on the capital still owed.

What is the maximum mortgage term in the UAE?

25 years under the Central Bank regulation. The maximum age at the last payment is set by each lender.

How much can an expatriate borrow?

Up to 80% of a first home below AED 5 million (70% above), 60% for a second or investment property and 50% off plan, within 7 years of annual income and a 50% debt burden ratio.

Which interest rate should I enter?

The rate offered by your lender, or several rates to compare scenarios. The calculator has no built-in market rate.
