The UAE Mortgage Stress Test Explained: +2 to 4 Points and Introductory Rates

Before approving a mortgage, UAE lenders check you could still pay if rates rose by 2 to 4 points. Here is how the stress test works and how it changes your budget.

What the stress test is

Under the CBUAE Regulations Regarding Mortgage Loans (Article 3.1), every UAE mortgage lender must stress test the loan at 2 to 4 percentage points above the current rate of interest on the loan when calculating your debt burden ratio (DBR). The exact margin depends "upon what level interest rates are at in the cycle". If the loan has an introductory rate, the test is run on the rate that will apply after the introductory period. In short: the lender checks that your total debt payments would stay within 50% of income even at a higher rate.

Why the rule exists

Article 2.3 explains the purpose: "the prevailing interest rate environment shall be taken into account, as such a stress test should be carried out to determine whether the borrower could continue to repay the loan should interest rates rise". It protects you from borrowing an amount that only works at today's rate, and it supports the stability of the financial system.

How the test works, step by step

  1. The lender takes the rate on your loan.
  2. It adds a margin of 2 to 4 points, as set by its policy and the rate cycle.
  3. It calculates the monthly payment at that higher rate.
  4. It adds your other debts and a household expense amount (Article 2.3).
  5. The total must fit within the 50% DBR (Article 3.1).

The payment you actually make is still based on your real rate. The stressed payment is only used to decide how much you can borrow.

Example table: AED 1.2 million over 25 years

All rates below are examples used to illustrate the mechanism, not market rates.

ScenarioRate usedMonthly paymentIncome needed at 50% DBR (no other debts)
Base (example rate)4%AED 6,334AED 12,668
Stress +2 points6%AED 7,732AED 15,463
Stress +3 points7%AED 8,481AED 16,963
Stress +4 points8%AED 9,262AED 18,524

The same loan can need roughly AED 2,800 to AED 5,900 more monthly income depending on the margin used. Other debts and household expenses raise the required income further. Our debt burden ratio explained article shows a full calculation.

Introductory rates: the test looks past them

Some loans start with a lower introductory rate for a set period, then move to another rate. Article 3.1 states: "Where an introductory interest rate applies the stress test should be carried with reference to the rate that will apply on cessation of the introductory rate."

Example with illustrative rates: AED 1,200,000 over 25 years, introductory example rate of 3.5% for 2 years, then an example rate of 5%.

StepRateMonthly payment
During the introductory period3.5% (example)AED 6,007
After 2 years (balance about AED 1,137,800 over 23 years)5% (example)AED 6,945
Stress test basis: post-introductory rate + 2 points7%AED 8,481
Stress test basis: post-introductory rate + 4 points9%AED 10,070

So a low starting rate does not increase how much you can borrow: the test is based on the higher reference rate. It is also a useful reminder to plan your budget for the payment after the introductory period, not before it.

What the stress test means for your budget

  • Your maximum loan is smaller than a simple "50% of income" calculation at the loan rate suggests.
  • A longer term lowers the stressed payment, within the 25-year maximum (Article 3.3). See 15 vs 25 years.
  • Fewer debts leave more room under the 50%.
  • A larger down payment reduces the loan and therefore the stressed payment.

Estimate your own stressed payment

You can reproduce the lender's logic at home in a few minutes:

  1. Take the loan amount you have in mind and the term you want.
  2. Pick an example rate, then add 2, 3 and 4 points to see the full range.
  3. Calculate the monthly payment at each stressed rate with a repayment calculator.
  4. Add your other monthly debt payments, including an amount for each credit card.
  5. Add a realistic amount for household expenses.
  6. Compare the total with 50% of your gross monthly income.

If the total fits at +4 points, you have a comfortable margin. If it only fits at +2, the lender's choice of margin may decide the outcome, so it is worth preparing a smaller loan amount or a larger down payment as a back-up plan. This exercise does not replace the lender's assessment, which follows its own templates, but it avoids surprises.

Fixed and variable loans

Article 3.1 does not distinguish between fixed and variable loans: it requires the stress test when arriving at the DBR. Each lender applies its own method within the rule. Our guide on fixed vs variable rate mortgages explains how the two structures work.

FAQ

Do I pay the stressed rate?

No. You pay the rate in your loan contract. The stressed rate is only used in the affordability check.

Who decides whether the margin is 2, 3 or 4 points?

The lender, within the 2 to 4 point range set by Article 3.1, depending on where rates are in the cycle. Ask your lender which margin it uses.

Does the stress test apply to investment properties?

Yes. Article 3.1 applies to all mortgage loans, and for investment properties lenders also deduct at least two months' rent from the DBR calculation.

Can I pass the stress test with a co-borrower?

If your lender accepts joint applications, both incomes and both sets of debts are considered. Each lender sets its own policy.
