Dubai Mortgage for Non-Residents 2026: Complete Guide + Free Simulator

What non-residents need to know about financing a Dubai property in 2026: the official Central Bank rules, how lenders assess a file, documents and the process.

Can Non-Residents Get a Dubai Mortgage in 2026?

It depends on the lender. Several banks and finance companies licensed in the UAE offer home finance to buyers who live abroad, but each one decides whether it lends to non-residents and on what terms.

Use the Dubai mortgage simulator to estimate a monthly payment at the rate a lender quotes you.

Key 2026 Rules for Non-Residents

The Central Bank of the UAE Regulations Regarding Mortgage Loans (C 31/2013, consolidated 08/04/2020) set these maximums:

  • UAE nationals, first home (owner occupier): up to 85% of the property value when the value is AED 5 million or less, up to 75% above AED 5 million
  • UAE nationals, second home or investment property: up to 65%, whatever the value
  • Expatriates, first home (owner occupier): up to 80% when the value is less than AED 5 million, up to 70% above AED 5 million
  • Expatriates, second home or investment property: up to 60%, whatever the value
  • Property bought off plan: up to 50%, whatever the purpose, value or category of buyer
  • Debt burden ratio (DBR): total monthly debt repayments capped at 50% of gross salary and regular income from a defined source, with the loan stress tested at 2 to 4 percentage points above the current rate
  • Maximum term: 25 years
  • Maximum loan size: 8 times annual income for UAE nationals, 7 times for expatriates

These are regulatory maximums. Each lender applies its own credit policy and may set lower limits.

The regulation distinguishes UAE nationals from expatriates. It does not set separate limits for buyers who live outside the UAE: whether a lender finances non-residents, and on what terms, is part of that lender's own credit policy.

Interest rates, fees and eligibility criteria are set by each lender and change frequently. We do not quote bank rates in this guide: ask each lender for its current written offer, then enter that rate in the mortgage simulator to compare.

How Lenders Assess a Non-Resident File

Each lender sets its own criteria. Points that are commonly reviewed:

  • Proof and stability of income, in your country of residence
  • Credit history, where a report is available
  • Source of the down payment, which must come from your own funds and not from another loan
  • The property itself: ready or off plan, location, valuation
  • Your total debt repayments against the 50% DBR cap

Documents You'll Need

  • Passport copies (all pages)
  • 6 months bank statements
  • Last 2 years tax returns OR salary slips
  • Employment letter / company trade license
  • Property reservation form
  • Liability letter from existing banks
  • Sometimes: source of funds declaration

The exact list is set by the lender.

Step-by-Step Process

  1. Pre-qualify — Use the affordability calculator to estimate your maximum loan
  2. Approval in principle — Apply to the lender(s) of your choice
  3. Property valuation — The lender instructs a valuer
  4. Final offer letter — Read the rate, fees, fixed period and early settlement terms
  5. DLD registration — The mortgage is registered against the title deed
  6. Disbursement — Funds are released to the seller or developer

Timelines depend on the lender and on how complete your file is.

Off-Plan vs Ready: Different Mortgage Rules

Under the Central Bank regulation, a property bought off plan can be financed at up to 50% of its value, whoever the buyer is. Lenders set their own conditions on when they release funds for off-plan units. This is why combining the ROI simulator with the mortgage simulator is useful: you see how much you fund yourself during construction.
