Financing Off-Plan: Developer Payment Plan vs Mortgage

Developer instalments, a mortgage at handover or an off-plan mortgage from day one: three ways to fund the same unit, compared on cash flow.

The short answer

When you buy off plan in Dubai, you can fund the price in three main ways: pay the developer's instalment plan from your own money, pay the construction instalments yourself and take a mortgage at handover for the balance, or use an off-plan mortgage from the start, which is capped at 50% of the value by the Central Bank (CBUAE Regulations Regarding Mortgage Loans, Article 3.2 (C)) and only pays after your own equity (Article 2.1). The right choice depends on how much cash you have during construction and how you want to pay after handover.

Below we compare the three routes on one example unit.

The three routes in one sentence each

  • Developer plan only: you pay every instalment to the developer from your savings, including the handover payment.
  • Plan + mortgage at handover: you pay the construction instalments yourself; at handover, a lender finances the remaining balance against the then-ready property.
  • Off-plan mortgage: a lender agrees to finance up to 50% while the property is under construction; your equity goes in first, then the lender pays against milestones.

How a developer payment plan works

A payment plan is a contract term with the developer, set out in your sales and purchase agreement (SPA). It defines what percentage of the price you pay at booking, during construction and at handover. Each project sets its own plan, so always read the SPA. A plan is not a loan from a bank, so the CBUAE mortgage ratios do not apply to it; the developer's own terms do.

How the mortgage routes work

A mortgage is governed by the CBUAE regulation:

  • Debt burden ratio: your monthly debts must stay within 50% of income, stress tested at 2 to 4 points above the loan rate (Article 3.1).
  • Maximum term 25 years (Article 3.3).
  • Maximum loan 7 times annual income for expatriates, 8 times for UAE Nationals (Article 3.4).
  • Down payment from your own resources, not personal loans or credit cards (Article 2.4).
  • An independent on-site valuation before the lender commits (Article 2.5).

Assumptions, all examples: price AED 1,200,000; developer plan of 60% during construction and 40% at handover; expatriate buyer; example rate 4.5%; 25-year term. The 60/40 split is an illustration, not a specific project.

Reading the table

  • Route A needs AED 1.2M of your own money by handover but no monthly payments afterwards.
  • Route B spreads AED 720,000 over the construction period, then AED 2,668 a month. The loan of AED 480,000 is 40% of the price, within the 80% cap for an expatriate's first home or the 60% cap for an investment property, subject to the valuation at handover.
  • Route C reduces your construction-phase cash by AED 120,000, because the lender starts paying once you have paid 50%. The loan is larger, so the monthly payment is higher.

The monthly payments use the formula P·r / (1 − (1 + r)^−n): for P = 480,000, r = 0.045/12, n = 300, the result is AED 2,668.

What to compare before choosing

Cash during construction

If you can cover 60% of the price over the construction period, route B can work. If you can cover only 50%, an off-plan mortgage may fill the gap, provided the lender's milestones match the developer's schedule.

Certainty at handover

Route B depends on a lender approving you at handover, based on your income at that time and a fresh valuation of the ready property (Article 2.5). Route C fixes the lender earlier, but you still go through its process. Ask each lender how its approval and validity periods work.

Total cost

A developer plan has its own terms set in the SPA; check whether any fees or late-payment charges apply. A mortgage adds interest and fees, which Article 4 requires the lender to disclose, including the total cost of the loan over its life.

FAQ

Is a developer payment plan a mortgage?

No. It is a payment schedule agreed with the developer in your SPA. The CBUAE mortgage regulation applies to loans from banks, finance companies and other financial institutions.

Can I combine a payment plan and a mortgage?

Yes, either by taking a mortgage at handover for the remaining balance or by using an off-plan mortgage during construction. See the 50% off-plan rule and mortgage at handover.

What about plans that continue after handover?

Some plans let you keep paying the developer after you receive the keys. We compare that option in post-handover payment plan vs mortgage.

Which route is cheaper?

It depends on the plan terms, the loan amount, the rate and the fees. Put your real figures into a calculator rather than relying on general rules.
