Post-Handover Payment Plan vs Mortgage: Which Fits You?

A post-handover plan means paying the developer after you get the keys; a mortgage means a bank pays and you repay over up to 25 years. Here is how they compare.

The short answer

A post-handover payment plan lets you keep paying the developer in instalments after you receive the keys, usually over a short period set in your sales agreement. A mortgage at handover means a lender pays the remaining balance to the developer and you repay the lender over a longer term, up to 25 years under the CBUAE "Regulations Regarding Mortgage Loans" (Article 3.3). The plan usually means higher monthly amounts over a shorter period; the mortgage means lower monthly payments but interest over a longer period. The worked example below shows the difference.

What a post-handover plan is

A post-handover plan is a term of your sales and purchase agreement (SPA) with the developer. The developer, not a bank, sets the schedule: for example a share of the price during construction and the rest in monthly or quarterly instalments for a set period after handover. Each project has its own terms, including whether any fee, interest or late-payment charge applies, so read the SPA carefully.

Because the developer is not a mortgage loan provider, the CBUAE loan ratios (LTV, DBR, 7 times income) do not apply to the plan itself.

What a mortgage at handover is

At handover the property is ready, so a lender can finance it as a completed property:

  • LTV up to 80% for an expatriate's first home below AED 5M, 60% for a second or investment property, 85% / 65% for UAE Nationals (Article 3.2). These are maximums; each lender sets its own policy.
  • Valuation: an independent on-site valuation before the lender commits, with no future price appreciation built in (Article 2.5).
  • Affordability: total monthly debts within 50% of income, stress tested at 2 to 4 points above the rate (Article 3.1).
  • Repayment on a reducing balance basis, at least quarterly (Article 3.5).

Worked example: AED 1,200,000 unit

Assumptions, all examples: price AED 1,200,000; 40% paid during construction (AED 480,000); 60% left at handover (AED 720,000). Option 1: the developer plan spreads the 60% over 36 monthly instalments with no interest or fees in this example. Option 2: a mortgage of AED 720,000 at an example rate of 4.5% over 25 years.

Amounts in AED. Mortgage payment = P·r / (1 − (1 + r)^−n) with P = 720,000, r = 0.045/12, n = 300.

Reading the example

  • The plan costs less in total in this example, because it carries no interest here, but it needs AED 20,000 a month for three years.
  • The mortgage needs about AED 4,000 a month, but total payments are much higher because interest runs for 25 years.
  • The loan of AED 720,000 is 60% of the price: within the 80% cap for an expatriate's first home and exactly at the 60% cap for an investment property, provided the valuation at handover supports it.

Affordability check

With a mortgage, the lender checks your income. At a 6.5% stress rate, the payment is AED 4,861. Under the 50% DBR rule, your gross monthly income and other regular income must cover at least twice your total monthly debts, including this payment. Use the mortgage by salary tool to see what income your target payment implies.

Can you switch from a plan to a mortgage later?

Some buyers start a post-handover plan and later finance the remaining balance with a mortgage. Whether that is possible depends on the developer (it must accept early settlement and release the title) and on the lender's policy for buying out a developer balance. Ask both before you sign, and compare the figures with the mortgage buyout calculator.

Questions to ask before choosing

  • What exactly does the SPA say about post-handover instalments, fees and late payment?
  • When will the title deed be issued in my name, and what happens to it while I still owe the developer?
  • If I take a mortgage, how will the lender value the ready property, and what LTV applies to my profile?
  • What is the total cost of the loan over its life? Article 4 requires the lender to tell you.

FAQ

Is a post-handover plan always cheaper than a mortgage?

Not always. It depends on the plan's terms and the price. In our example the plan had no interest, but each developer sets its own terms. Compare the total amount you pay under each option.

Does the 50% off-plan cap apply at handover?

The 50% cap in Article 3.2 (C) applies to properties purchased off plan while under construction. At handover, the lender assesses the ready property under its own policy. See mortgage at handover.

Can I use a personal loan for the post-handover instalments?

The CBUAE rule in Article 2.4 concerns the mortgage down payment, which must come from your own resources. For any borrowing, check your total debt burden stays within 50% of income.

Which option suits an investor?

It depends on rent, cash reserves and the plan terms. See buy-to-let mortgages for how rental income is assessed.
