Mortgage Pre-Approval in the UAE: What It Means and What Comes Next
A pre-approval tells you roughly how much a lender may lend you before you pick a property. Final approval still depends on the valuation and the verification of your file.
What a pre-approval is
A mortgage pre-approval in the UAE is an indicative assessment by a lender of how much it may lend you, based on the information you provide, before you choose a property. It is not the final loan approval. Before any irrevocable commitment to lend, the CBUAE Regulations Regarding Mortgage Loans require an independent on-site valuation of the property (Article 2.5) and effective verification of your income and financial information (Article 2.2). The final amount can therefore differ from the pre-approved figure.
Why buyers ask for one
- To know their budget before searching.
- To show sellers and agents they have done their homework.
- To spot issues early, such as a debt that reduces their borrowing capacity.
What the lender looks at
A pre-approval typically reflects the same tests as the final decision, applied to your declared situation:
- Debt burden ratio: total debt payments within 50% of income, with a stress test 2 to 4 points above the rate (Article 3.1). See debt burden ratio explained.
- Income multiple: up to 7 times annual income for expatriates, 8 times for nationals (Article 3.4).
- LTV category: first home, second home or investment, nationality and value (Article 3.2).
- Term: up to 25 years, with the maximum age at the last payment set by the lender (Article 3.3).
Each lender sets its own documents, process and validity period. Ask yours what it needs and for how long the pre-approval stays valid.
What happens after you choose a property
1. Independent valuation (Article 2.5)
A qualified valuer, independent of you, the seller, the developer and the loan decision, inspects the property on site. The report "should not reflect expected future house price appreciation". The LTV is then applied to that value.
2. Full verification (Article 2.2)
The lender verifies your income and liabilities and keeps a record of the steps taken and documents supporting the decision, with formal sign-off by the right approval authority.
3. Due diligence (Article 2.6)
The lender follows a written due diligence programme, and checks that all loan conditions are met before drawdown. Legal title must be free from encumbrances (Article 2.5).
4. Offer and documents (Article 4)
You receive loan documents with the amount, term, installment, rate, fee schedule, pre-payment policy and total cost. Use our guide on how to read a mortgage offer.
Worked example: pre-approval vs final loan
Assumptions: expatriate, first home, example rate of 4% over 25 years.
| Step | Figure |
|---|---|
| Indicative pre-approved amount | AED 1,600,000 |
| Property chosen, agreed price | AED 1,800,000 |
| Independent valuation | AED 1,750,000 |
| Maximum loan at 80% of valuation | AED 1,400,000 |
| Final loan (smaller of income-based amount and LTV amount) | AED 1,400,000 |
| Cash down payment (price − loan) | AED 400,000 |
| Monthly payment at the example rate | AED 7,390 |
Here the buyer was pre-approved for AED 1.6 million, but the final loan is AED 1.4 million because the LTV applies to the valuation. The cash needed is AED 400,000, plus purchase fees. Read the valuation gap for more examples.
Preparing your file
Article 2.2 says loan documentation "should be designed to collect a full income and liabilities history for each applicant". Each lender publishes its own list of documents, so ask for it before you apply. In general, expect to show:
- Who you are and your residency status.
- What you earn, and how regular that income is.
- What you already owe, including every credit card.
- Where your down payment comes from, since Article 2.4 requires it to come from your own resources.
The more complete and consistent your file is at pre-approval stage, the less likely the final verification is to change the result. Declaring everything up front also means the indicative figure you receive is closer to what you can actually borrow.
Things that can change the final figure
- A valuation below the price.
- A different buyer category than expected (for example, a second property at 60% LTV for expatriates).
- An off-plan purchase, where the cap is 50% (Article 3.2).
- New debts or credit card limits taken on after the pre-approval.
- Income that turns out to be variable, which Article 2.3 says should be discounted or excluded if not certain.
How to make the most of a pre-approval
- Declare all debts and credit cards from the start.
- Avoid new loans or card limits until the mortgage is completed.
- Keep your budget below the pre-approved figure to leave room for a valuation gap.
- Plan cash for the down payment and fees. See how much cash you really need.
FAQ
Is a pre-approval a commitment to lend?
No. It is an indicative assessment. The regulation requires a valuation before any irrevocable commitment to lend (Article 2.5) and full verification of your financial information (Article 2.2).
How long is a pre-approval valid?
Each lender sets its own validity period. Ask your lender.
Does a pre-approval cost anything?
Each lender sets its own fees. Article 4 requires fees to be transparent and listed in a schedule, so ask for it.
Can the final loan be higher than the pre-approval?
It depends on the lender's assessment of your verified file and the property. The final amount is the smallest of the income-based limit, the income multiple and the LTV on the valuation.
