Property Valuation Gap in Dubai: When the Valuation Is Below the Price
If the independent valuation comes in below the agreed price, the loan is calculated on the valuation. Here is how to compute the cash gap and what you can do about it.
What a valuation gap is
A valuation gap happens when the independent valuation of a property is lower than the price you agreed. Because the UAE loan-to-value (LTV) ratio is measured against the appraised value (CBUAE Regulations Regarding Mortgage Loans, Article 1 and Article 3.2), the lender calculates the maximum loan on the lower valuation, and you cover the difference in cash. On an AED 2,000,000 apartment valued at AED 1,900,000, an expatriate first-time buyer needs AED 80,000 more cash than planned.
Why the valuation can differ from the price
Article 2.5 requires an independent on-site valuation by a qualified professional, independent of the borrower, the seller, the developer and the loan decision, before any irrevocable commitment to lend. Valuation reports "should not reflect expected future house price appreciation". The price, on the other hand, is what the buyer and seller agreed. The two can differ for many reasons, including the property's condition, its features and recent comparable sales.
Worked example: ready property
Expatriate, first home, 80% LTV, example rate of 4% over 25 years.
| Item | If valuation = price | With valuation gap |
|---|---|---|
| Agreed price | AED 2,000,000 | AED 2,000,000 |
| Valuation | AED 2,000,000 | AED 1,900,000 |
| Maximum loan (80% of valuation) | AED 1,600,000 | AED 1,520,000 |
| Cash for the price | AED 400,000 | AED 480,000 |
| Extra cash needed | – | AED 80,000 |
| Monthly payment at example 4% | AED 8,445 | AED 8,023 |
The payment is lower because the loan is smaller, but the lender now finances AED 80,000 less (80% of the AED 100,000 drop in value), and you must fund that amount yourself. In other words, the extra cash equals the gap multiplied by your LTV.
The formula
Extra cash = (price − valuation) × LTV
Here: (2,000,000 − 1,900,000) × 80% = AED 80,000.
A larger example
The same logic scales with the price. For an expatriate first-time buyer, an AED 4,000,000 villa valued at AED 3,800,000 gives a maximum loan of AED 3,040,000 instead of AED 3,200,000. The extra cash is (4,000,000 − 3,800,000) × 80% = AED 160,000, on top of the AED 800,000 planned down payment and the fees.
Near the AED 5 million threshold, the category can also change, because the LTV switch in Article 3.2 is based on the property value. If your price or valuation is close to AED 5 million, ask your lender which figure and which LTV it will use.
The gap by buyer category
Same AED 100,000 gap, different LTV caps (Article 3.2):
| Category | LTV | Extra cash for a AED 100,000 gap |
|---|---|---|
| UAE national, first home ≤ AED 5M | 85% | AED 85,000 |
| Expatriate, first home < AED 5M | 80% | AED 80,000 |
| Expatriate, second home or investment | 60% | AED 60,000 |
| Any buyer, off plan | 50% | AED 50,000 |
Fees are still based on the price
The Dubai Land Department transfer fee is 4% of the price, and the mortgage registration fee is 0.25% of the loan plus admin fees. A valuation gap therefore does not reduce the 4% fee. See how much cash you really need.
Your options when the valuation is lower
- Pay the gap in cash. Article 2.4 requires the down payment to come from your own resources, not from personal loans or credit cards.
- Renegotiate the price with the seller, using the valuation as a reference.
- Ask your lender whether it can review the valuation or how its process works; each lender sets its own policy and keeps a board-approved list of valuers (Article 2.5).
- Choose another property if the gap does not fit your budget, subject to your sale contract terms.
Before signing a sale agreement, check what your contract says if financing is lower than expected.
Off plan: the same logic, a different cap
For off-plan purchases, the LTV cap is 50% for everyone (Article 3.2.C), and Article 2.1 requires the lender to pay the developer with your equity first, against independently confirmed milestones. Dubai Law No. 8 of 2007 requires buyers' payments to go into the project's RERA-approved escrow account. Our off-plan mortgage rules explain the sequence.
How to protect your budget
- Keep a cash buffer of a few percent of the price for a possible gap.
- Do not rely on a pre-approved figure alone: see what a pre-approval means.

FAQ
Is the loan based on the price or the valuation?
On the appraised value. Article 1 defines LTV against the appraised value, and Article 2.5 requires an independent valuation before any irrevocable commitment to lend.
Can the valuation include expected price growth?
No. Article 2.5 states appraisal reports should not reflect expected future house price appreciation.
Who chooses the valuer?
The valuer must be independent and qualified. Each lender keeps a board-approved list of independent valuers (Article 2.5).
Can I borrow the gap from another source?
Not for the down payment. Article 2.4 says it must come from your own resources, not personal loans or credit cards.
