Mortgages in Dubai for Non-Residents: 2026 Rules, LTV & Eligibility

A practical 2026 guide to mortgages in Dubai for non-residents — the official LTV ceilings, how lenders set eligibility and the documents you actually need.

Mortgages in Dubai for Non-Residents: How It Really Works in 2026

If you live abroad and want to finance a Dubai property, the starting point is the same federal framework that applies to every buyer, then the credit policy of the lender you choose.

Current Mortgage Rate in Dubai for Non-Residents

Interest rates, fees and eligibility criteria are set by each lender and change frequently. We do not quote bank rates in this guide: ask each lender for its current written offer, then enter that rate in the mortgage simulator to compare.

Eligible Nationalities

There is no single public list. Each lender decides which countries of residence and nationalities it accepts, and that list can change. Ask the lender directly before you prepare your file.

LTV for Non-Residents

The Central Bank of the UAE Regulations Regarding Mortgage Loans (C 31/2013, consolidated 08/04/2020) set these maximums:

  • UAE nationals, first home (owner occupier): up to 85% of the property value when the value is AED 5 million or less, up to 75% above AED 5 million
  • UAE nationals, second home or investment property: up to 65%, whatever the value
  • Expatriates, first home (owner occupier): up to 80% when the value is less than AED 5 million, up to 70% above AED 5 million
  • Expatriates, second home or investment property: up to 60%, whatever the value
  • Property bought off plan: up to 50%, whatever the purpose, value or category of buyer
  • Debt burden ratio (DBR): total monthly debt repayments capped at 50% of gross salary and regular income from a defined source, with the loan stress tested at 2 to 4 percentage points above the current rate
  • Maximum term: 25 years
  • Maximum loan size: 8 times annual income for UAE nationals, 7 times for expatriates

These are regulatory maximums. Each lender applies its own credit policy and may set lower limits.

The regulation distinguishes UAE nationals from expatriates. It does not set separate limits for buyers who live outside the UAE: whether a lender finances non-residents, and on what terms, is part of that lender's own credit policy.

Documents Required

The non-resident file is usually heavier than a UAE resident file. Plan for:

  1. Passport + visa pages (for any country you reside in)
  2. National ID
  3. Last 6 months bank statements (personal + company if self-employed)
  4. Last 2 years tax returns or salary certificates
  5. Employment letter (or trade license + audited financials)
  6. Liability letter from your home-country banks
  7. Credit report, where available
  8. Proof of address

The lender may ask for translations or notarized copies of documents that are not in English or Arabic.

Hidden Costs Non-Residents Often Miss

  • Insurance: ask which policies the lender requires (life, property) and their cost
  • International transfer fees: charged by your banks
  • Power of attorney: if you cannot sign in Dubai, ask a lawyer or notary for the cost
  • DLD fees: 4% sale registration fee and 0.25% mortgage registration, see the DLD

The Smart Path for Non-Residents

  1. Pre-qualify before flying: ask 2–3 lenders, directly or through a broker, for an approval in principle
  2. Ask about bank accounts: some lenders require a local account to collect repayments
  3. Check the down payment source: it must come from your own funds
  4. Validate the property ROI: run our Dubai ROI calculator before signing
  5. Plan the signing: in person or through a power of attorney, as agreed with the lender
