Mortgages in Dubai for Residents: How to Compare Offers in 2026
Mortgages in Dubai for residents in 2026 — the official limits for UAE nationals and expatriates, salaried vs self-employed files, and how to compare offers.
Mortgages in Dubai for Residents: How to Compare Lenders in 2026
UAE residents are covered by the same Central Bank of the UAE regulation as every borrower, with different limits for UAE nationals and expatriates. This guide sets out those limits, what lenders look at for salaried and self-employed applicants, and how to compare offers.
Mortgage Rules for Residents
The Central Bank of the UAE Regulations Regarding Mortgage Loans (C 31/2013, consolidated 08/04/2020) set these maximums:
- UAE nationals, first home (owner occupier): up to 85% of the property value when the value is AED 5 million or less, up to 75% above AED 5 million
- UAE nationals, second home or investment property: up to 65%, whatever the value
- Expatriates, first home (owner occupier): up to 80% when the value is less than AED 5 million, up to 70% above AED 5 million
- Expatriates, second home or investment property: up to 60%, whatever the value
- Property bought off plan: up to 50%, whatever the purpose, value or category of buyer
- Debt burden ratio (DBR): total monthly debt repayments capped at 50% of gross salary and regular income from a defined source, with the loan stress tested at 2 to 4 percentage points above the current rate
- Maximum term: 25 years
- Maximum loan size: 8 times annual income for UAE nationals, 7 times for expatriates
These are regulatory maximums. Each lender applies its own credit policy and may set lower limits.
Interest rates, fees and eligibility criteria are set by each lender and change frequently. We do not quote bank rates in this guide: ask each lender for its current written offer, then enter that rate in the mortgage simulator to compare.
Eligibility for UAE Residents
Each lender sets its own minimum salary, length of employment, accepted employers and documents. The DBR cap of 50% of gross salary and regular income applies to everyone.
Salaried employees
- Salary certificate and recent payslips
- Bank statements showing salary credits
- Liability letters for existing debts
Self-employed / business owners
- Trade license
- Audited financials and company bank statements
- Lenders may assess business income differently from a salary: ask how they calculate it
Salaried vs Self-Employed: The Real Gap
The gap comes from each lender's policy, not from the regulation. What the calculation shows is the effect of the term. On the same AED 1,500,000 loan at an illustrative 4.00% rate (not a bank offer):
| Metric | 25-year term | 20-year term |
|---|---|---|
| Monthly EMI | AED 7,918 | AED 9,090 |
| Total interest paid | AED 875,266 | AED 681,529 |
A shorter term means a higher EMI but less total interest.
How to Compare Offers
Compare written offers on the same basis:
- Rate and fixed period: how long the initial rate lasts
- Reversion rate: what you pay after the fixed period
- Fees: processing, valuation, insurance
- Early settlement and transfer terms: what it costs to repay early or move the loan
- Conditions: salary transfer or other products the offer depends on
Bring two written offers to any discussion: it is the simplest way to compare.
Off-Plan Mortgage for Residents
Under the regulation, a property bought off plan can be financed at up to 50% of its value, whoever the buyer is. Each lender sets when and how it disburses for off-plan units.
Combine this with our Off-Plan ROI Calculator to check whether the property cashflow covers the EMI.
